
ICRC, A Council of Governments
Founded in 1982, the Intercommunity Cable Regulatory Commission (ICRC) was established as a collaborative effort between municipalities in Greater Cincinnati to manage and oversee cable television franchising. Over time, ICRC evolved from a regulatory body into a leading force for local content creation and distribution.

Today, ICRC manages and operates six cable channels on Spectrum and altafiber systems, as well as a 24/7 streaming service at icrctv.com, giving viewers access to hundreds of hours of hyper-local programming. Our mission remains clear: to provide residents with direct access to transparent government, enriching educational content, and an inclusive platform for community storytelling.
Our Roots in Community Media
The idea of community media in the United States emerged in the 1970s alongside the expansion of cable television. As cable providers began using public rights-of-way to install infrastructure, the federal government required them to support Public, Educational, and Government (PEG) access channels as a way to give back to the communities they served. This laid the foundation for a new kind of local broadcasting—one driven not by profit, but by public interest.
PEG access opened the door for communities and residents to take control of their own narratives. Instead of relying solely on commercial stations, communities could now produce and broadcast local government meetings, school programs, cultural events, and independent shows—created by and for the people.

ICRC is Greater Cincinnati’s trusted source for local government, educational, and community programming. We’re more than just a TV station—we are a platform where local voices matter, stories are shared, and community media remains a cornerstone of local engagement.
What We Do
Government Access: We cover more than 30 live government meetings each month across our member communities, providing transparency and accessibility in local decision-making. We also work with member governments to promote local economic growth and communication.

Education & Schools: From board of education meetings to student concerts and sports, we give schools a channel to shine and families a way to stay connected. Additionally, we provide internships, volunteer opportunities, and class to local communities to create educational opportunities.

Community Events: We cover local parades, festivals, candidate forums, and other special events that define our neighborhoods. We also produce local community update shows to help the community stay informed and promote your community.

Original Programming: ICRC-TV produces original shows such as the (513) Report and Highlight Harrison, giving a voice to local organizations and causes. Our facilities are available to be used by residents that live in our member communities to make their own content for playback on our channels. We strive to promote local voices and free speech.
